In the latter half of the Twentieth Century, the USA was, by almost every measure, a prosperous country. A reputation as the land of opportunity was regularly confirmed by the large numbers of immigrants to the United States and the relatively small number of emigrants; during the 1990s, there was an average of 845,000 immigrants yearly against approximately 17,000 emigrants, an astonishing ratio of fifty to one. Private citizens and businesses produced the products and offered the services that made our country prosperous.
